Bureau of Public Enterprises
Bureau of Public Enterprises was constituted through a GR dated 9 th
October, 1979 with a view to provide guidance, instructions and coordination
to the Public Sector Enterprises, to review the activities of those enterprises
and assist administrative departments to see that these enterprises function
efficiently.
The core function of the BPE as prescribed by this GR are
as under:-
(1.) To concern itself with matters relating to wage policies and service
conditions of public undertakings.
(2.) To undertake financial analysis
and evaluation of feasibility studies and investment proposals.
(3.) To carry out periodically a critical performance appraisal of the
working of public sector enterprises.
(4.)
To prepare annual reports on the functioning of public
sector enterprises in the State.
(5.) To actively promote management training particularly in critical
areas such as financial control, accounts and audit, materials management,
personnel and industrial relations and marketing.
(6.) To serve as a Data Bank and clearing house of information on various
aspects of management and performance in public sector.
(7.)
To provide consultancy
services to the administrative departments in regard to setting up of new
enterprises, preparation of Memorandum and Articles of Association of Government
Companies, drafting of Bills and Rules in respect of Statutory Corporations
etc.
(8.) To advise Government Departments and Government nominees on the Boards
of Directors in regard to important matters that come up for decision
in Board meetings or at the Government level.
(9.)
To deal with Assembly
questions involving matters relating to public sector enterprises under
the control of two or more departments and to coordinate work relating
to the Committee on Public undertakings.
Gujarat Socio Economic Development Society
The State Government has formed the Gujarat Socio Economic Development Society, vide G.R.No. JNV-1007-885-A, Dated 4th March, 2008, Registered under the Societies Registration Act, 1860 and The Bombay Public Trusts Act, 1950 with the objective of channelling the contributions of profit making State Public Sector Enterprises for socio-economic development and for improving the Human Development Index of the people of the State.
The Government has requested 11 profit making PSEs / Joint Sector Companies to contribute a portion of their Profit Before Tax to the aforesaid society. In the meeting of the Governing Body of the Society, held on 01-07-2008, it was decided to utilize the funds collected by the society for projects eligible under section 35AC and Rule (11K) of the Income Tax Act and Rules. All the departments of the Government dealing with social and development sector, such as Primary Education, Health, Drinking water, Environment, Vocational training, etc. have been asked to submit projects to the Society, which shall then be taken up for implementation.
