1. The Budget Estimates for the year 2003-2004 shows total estimated revenue
of Rs.30338.30 crore in which the Revenue Receipts estimated is Rs.18744.85
crore whereas the estimated Capital Receipts are Rs. 10744.35 crore which
includes the loans to be received from the World Bank and the Asian Development
Bank.
2. Against the said estimated receipts, the estimated expenditure is Rs.
30771.27 crore, which includes the estimated Revenue Expenditure of Rs.
24062.24 crore and estimated Capital Expenditure of Rs. 6709.03 crore.
3. Expenditure under capital head mainly includes the provision of Rs. 1407.46
crore to meet the expenditure for the Earthquake under Plan and Rs. 758.83
crore under Non-Plan. The total provision under Plan and Non-Plan for Earthquake
relief is Rs. 2166.29 crore.
4. Keeping in view the assistance from the World Bank and the Asian Development
Bank, the state Government has made a provision of Rs. 1407.26 crore under
Plan and Rs. 669.83 crore under Non-Plan, for Gujarat Disaster Management
Authority. Moreover provision of Rs. 1 crore for Agriculture, Rs.61 crore
for Industrial Relief and Rs. 2 crore for Tourism and Rs. 25 crore for other
uncovered sectors, have been provided from other sources of the State Government.
5. It is planned to issue Tax Free Bonds worth Rs. 500 crore in order to
meet the expenditure for the Earthquake.
6. There is a provision of Rs. 208.90 crore for over all development of
Scheduled Tribes in various fields under New Gujarat Pattern.
7. An amount of Rs. 631.84 crore is provided for relief work, as per the
need, at the time of Natural Calamity.
8. The State Government has provided an amount of Rs. 60 crore to employ
the efficient educated and enthusiastic youths in the development process
of rural society under Panch Gram-Mitra Yojana.
9. Under the Vidhya Laxmi Yojana, to promote the girl’s education,
One lac girls of 1000 villages, which have the literacy rate less than 25%
will be given Vidhya Laxmi Bond. An amount of Rs. 10 crore is provided for
the same.
10. The Sharmishta Talav oif culture heritage town Vadnagar, Munsar Talav
of Viramgam and the temple of Unai will be developed for Tourism and will
be provided necessary facailities.
11. The Schemes to Construct Check Dam on Meshwo river in North Gujarat
will be implemented at the cost of Rs. 2.91 crore.
12. It is planned to implement “Sardar Patel Sahbhagi Jalsanchay Yojna”
through the peoples’ participation as a part of permanent solution
to the water problem of the state. An amount of Rs. 100.00 crore is provided
for the same.
13. With a view to providing drinking water to the villages/cities of KadiKalol,
Mehsana Bahucharaji and Chansma talukas of North Gujarat having the problem
of water shortage, the surplus water of Narmada will be flown in Saraswati,
Rupen, Banas rivers, for which there is a provision of Rs. 10.70 crore.
14. For the complete feasibility report for Kalpasar Yojana the administrative
approval for Rs. 84 crore has been given.
15. For constructing the rooms of primary school, an amount of Rs. 101.00
crore has been provided.
16. It is planned to provide insurance cover to one crore fourteen lac students
under Vidyadeep Yojana. Now, all the students studying from std. 1 to graduation
have been covered under insurance cover. An amount of Rs. 25.00 lacs has
been provided for the same.
17. During the year 2001-2002 the Net State Domestic Product at current
price is estimated Rs. 1,05,023 crore. As per the advance estimated Rs.
1,09,724 crore which shows an increase of 4.5% over the previous year.
18. State Annual Plan is of Rs. 7860 crore in which Rs. 3315.55 crore have
been provided for Social Services which is about 42% of total Plan provision.
The Social Services sector is given highest priority which includes Prime
Minister Gramodaya Yojana.
19. For Sardar Sarovar Project Rs. 900 crore have been provided which is
11.45% of total Plan provision. It is expecte4d to reach 110 meter dam height
by June, 2003 and 138 meter by June, 2005.
20. For National Agricultural Insurance Scheme and Farmer’s Accident
Insurance Scheme Rs. 175.57 crore have been provided.
21. For drip/sprinkler irrigation, there is a provision of Rs. 50 crore.
22. BPL families will be provided wheat and rice at subsidied rates for
which the provision is Rs. 105.93 crore.
23. For antyodaya Anna Yojana Rs. 8 crore have been provided.
24. 3600 Vidhya Sahayak will be appointed. Under Secondary Education for
Karmayogi scheme, for giving training to teachers to Principals, Administrative
staffs etc. there is a provision of Rs. 7.32 crore.
25. A new Polytechnic College and Technical University is also planned.
26. Gujarat State Petro-chemicals Ltd. Will establish more than 200 CNG
stations.
27. There will be Garment Park at Surat, Ahmedabad and Vapi.
28. For development of textile industries, there is a provision of Rs.73
crore.
29. It is planned to have the Highway Hat at Ambaji, Dakor, Dwarka and Somnath
and Urban Hat at Ahmedabad, Surat, and Bhuj.
30. For the Welfare of Women Rs. 70 crore has been provided.
31. Under Vajpayee Nagar Vikas Yojana, for 1686 works in 42 Nagarpalika
Rs. 71 crore have been provided.
32. For drip irrigation in Saurashtra’s Boda Dungar and barren area,
there is a provision of Rs. 2.13 crore.
33. For the welfare and development of Scheduled Castes, there is provision
of Rs. 102.78 crore.
34. For development and welfare of developing and nomadic castes, there
is a provision of 99.88 crore.
35. For orphan, disabled, aged and destitute, there is provision of Rs.
72.03 crore.
36. For maintenance and upgradation of Jails, there is a provision of Rs.
13.18 crore.
37. Chetak Commando Force will be created. |
