• The Budget Estimates for the year 2005-2006 show total estimated revenue receipt of Rs. 35789.33 Crore wherein loan against the investment of Small Savings, loan to be received from the Central Government and loan to be received from World Bank as well as Asian Development Bank are also included.

• Against the above mentioned receipts, total expenditure is estimated at Rs. 35702.19 Crore, out of which the Revenue Expenditure is estimated to be Rs. 24656.07 Crore and in the Capital head the estimated expenditure is Rs. 11046.12 Crore.

• Keeping in view the Revenue Deficit of last two years, there will be progressive decrease in the Revenue Deficit in the year 2005-2006.

• As per the Budget Estimates for the year 2005-2006, taking into consideration the amount of Rs. 689.70 Crore registered as grant-in-aid in Revenue Expenditure and which is to be used for the Capital works, the actual Revenue Deficit will be Rs. 748.96 Crore. Thus, due to sound financial administration, economy measures and intensive efforts to increase income, Revenue Deficit of the State has been controlled.

• Despite the calamities like cyclone, scarcity and earthquake, the rate of development of the State has increased from 10.5 per cent to 15.4 per cent.

• The size of the State Annual Plan has been fixed at Rs. 11000 Crore. Wherein a provision of Rs. 4025.98 Crore has been made for Social Services amounting to 37 percent of total provision. Top priority has been accorded to the social service sectors which inclues drinking water, primary education, housing, health care and nutrition as well as Gramoday Scheme of the Prime Minister.

• Keeping in view the assistance to be received from World Bank and Asian Development Bank for the relief works of earthquake, the State Government has made a provision of Rs.1245.34 Crore for the plan expenditure under the head "Gujarat Disaster Management Authority" and that of Rs.4.10 Crore for Non-plan expenditure. Moreover, a provision of Rs. 2 Crore is made for Industrial relief from the other resources of the State Government.

• An amount of Rs. 1450 Crore has been provided for Sardar Sarovar Project which amounts to 13.18 percent of total plan provision.

• It has been planned to complete the remaining length of 101 Kms. of main canal, new works in the length of 641 Kms. of distributories and lining works in the length of 201 Kms.

• It has been planned to operationalise both the units of power house established at Sardar Sarovar Project site by the next monsoon.

• To provide water to dry land and dry underground, under the 6200 Crore Sujalam Suflam Yojana a provision of Rs. 1169.71 Crore has been made.

• Adequate financial provision has been proposed to prevent salinity ingress in Coastal land of Saurashtra, Kutch and South Gujarat under the Sujalam Suflam Yojana.

• A plan has been prepared to provide drinking water to 929 hamlets and to address the problem of 2408 faliyas having quality problem of drinking water in tribal areas under Sujalam Sufalam Yojana.

• With a view to provide the benefits of scheme of check dam to backward and poor villages under Sardar Patel Sahabhagi Jalsanchay Yojana, the contribution of Government has been increased from 60 per cent to 80 per cent.

• A provision of Rs. 2983 Crore has been made for Major, Medium and Minor irrigation schemes and drinking Water.

• The work of Nadiad-Vadodara express way has been completed during the current year at a cost of Rs. 345 Crore under national highway development scheme. The works of 52 Kms. Of Himmatnagar-Chiloda road and 80 Kms. of Surat-Atul road will be completed at a cost of Rs. 145 Crore and Rs.390 Crore respectively.Next year work on 583 Km long stretch at a cost of Rs. 2583 Crore from Rajasthan border to Porbandar passing through the Gujarat State as a part of East-West corridor shall commence.

• A provision of Rs. 300 Crore has been made for 2004-05 and a provision of Rs. 155 Crore has been proposed for 2005-06 for the various road development schemes like Pragatipath Yojana, Vikaspath Yojana, Kisanpath Yojana etc. as a part of works of preparing a strategic road network in the State.

• It has been planned to modernize agriculture through scientific projects like Soil to Satellite and Lab to Land.

• Establishment of four Agricultural Universities as well as scheme of Soil Health Card, insurance cover for farmers holding Kisan Credit Card, revival of closed dairies of Saurashtra and Kutch are implemented for the benefit of the farmers.

• A provision of Rs. 83.20 Crore has been made for upliftment of farmers under the watershed programme.

• A plan has been prepared to provide employment of 1.13 Crore mandays, particularly in tribal and backward ares through Forest Department.

• A provision of Rs. 57 lac has been made for eco-tourism projects at Nal Sarovar, Runn of Kutch and Veraval.

• A provision of Rs. 2.30 Crore has been proposed for afforestation through drip irrigation in barren hills and areas of Saurashtra.

• A plan of Rs. 285 Crore in rural development sector has been prepared along with the provision of total allocation of the State share. For scheme of Govt. of India like Swarna Jayanti Gramin Swarojgar Yojana, Watershed Yojana, Sampurna Gramin Rojgar Yojana and total sanitation scheme.

• A total provision of Rs. 27.10 Crore, Rs. 10 Crore for Tirth Gram and Rs. 10 Crore for Panchavati Yojana and Rs. 7.10 Crore for Gramvatika Scheme has been proposed.

• With a view to make improvement in energy sector, Gujarat Electricity Board is unbundled into seven companies, i.e. 4 distribution Companies, 1 transmission company, and development company have been established.

• Hon’ble Chief Minister has resolved to give identity of Suryanagari (Solar City) to the green city Gandhinagar.

• A call has been given to bring second green revolution by establishing Gujarat Green revolution Company established by G.S.F.C. and G.N.F.C. in order to extend the benefit of drip irrigation.

• More than 7000 villages are covered under Jyotigram Yojana during the current year and a provision of Rs. 300 Crore has been proposed to provide supply of three phase electricity, round the clock in each house of each village.

• Out of 76 projects pledging Rs. 66000 Crore in Global Investment Summit-2003, 56 projects pledging Rs. 54400 Crore are operationalised, In Global Investment Summit, 2005, 226 MoUs pledging investment of Rs. 10160 Crore have been signed.

• A plan has been prepared to invest Rs. 80 Crore through Gujarat Maritime Board for the development of Ports and Fisheries.

• A provision of Rs. 120 Crore has been made for purchase of new buses by Gujarat State Road Transport Corporation.

• 92nd session of all India Science Council was hosted at Science City in Gujarat State and showed the glimpses of progress achieved by Gujarat in Information Technology sector.

• Accepting the importance of science and technology and as this sector is likely to give employment to educated people in future it has been proposed to provide Rs. 134 Crore that is 10 fold compared to last year.

• Provision of Rs. 25 Crore has been made with the determination of making all the Gram Panchayats as E-Gram under Vishwa Gram Yojana .

• A provision of Rs. 1387 Crore has been made under various sectors for the overall development of the tribals.

• An amount of Rs. 216 Crore has been provided to take care of any Natural Calamities.

• In order to promote girls' education, Vidya Laxmi Yojana has been started. Keeping in view, good results of this scheme, an amount of Rs. 1000 will be given in the form of bond to 1.5 lakh girls of 1000 villages to encourage them. An amount of Rs. 15 crore has been provided for this purpose.

• A successful experiment under the Sakshardeep Scheme has been taken up to provide literacy to 8 lac people including 5 lac women through teachers. A provision of Rs. 5 Crore under the scheme has been made.

• In order to overcome the deficit of rooms for the primary schools, it is planned to construct 5060 rooms including 72 rooms in border area in the year 2005-2006.

• A provision of Rs. 21.17 Crore has been made for Computer etc. for Online monitoring of national project in 25 district hospitals as well as 6 Government Medical Hospitals in the State.

• A plan has been prepared to create 2 new nursing schools in the State.

• A provision of Rs. 4.50 Crore has been made for strengthening medical check-up.

• A provision of Rs. 5 Crore has been proposed for implementation of special project in tribal areas to control pneumonia.

• Health facility shall be provided to the population of 27 lac in slum areas under Urban Health Programme.

• A provision of Rs. 9 Crore has been made to establish M.R.I. Centres at Vadodara, Surat and Jamnagar.

• A provision of Rs. 3 Crore has been proposed to create 130 additional seats for medical colleges of the State.

• The State Government has resolved to form Gujarat Urban Infrastructure Fund for making adequate financial resources available to the scheme of Urban Development Year 2005.

• The State Government has announced its decision to provide adequate financial support to the local self-government institutions for facilities like drinking water, sewerage, sanitation, solid waste management, roads, parks etc.for celebrating the year 2005 as ‘Urban Development Year”.

• Apart from additional provision of Rs. 366 Crore made for the current year, Rs. 590 Crore are also provided for the celebration of " Urban Development Year ".

• A provision of Rs. 66.92 Crore has been made to pay pension to 92,000 widows in the State, so that these destitute widows may live with dignity in society.

• A provision has been made to construct Sports Complexes on a war footing in order to make arrangement for various games keeping in mind Commonwealth games to be organised in India in 2010.

• An allocation of Rs. 117.17 Crore has been made for different schemes for all-round welfare and development of Scheduled Castes.

• Provision of Rs. 143.17 Crore has been made for various schemes for the overall development and welfare of nomadic tribes.

• Provision of Rs, 89.20 Crore has been proposed under Sardar Patel Housing scheme.

• With a view to providing 25 Kg of wheat and rice to the families living below poverty line at a subsidised rate a provision of Rs. 129 Crore has been made. A provision of Rs. 9 Crore has been made under Antyoday Anna Yojana.

• 3 new consumer fora shall be constituted for protecting the interests of the consumers at Navsari, Patan and Anand.

• Plan has been prepared to establish 3rd LNG terminal at Pipavav Port of Saurastra.

• Provision of Rs. 29.70 Crore has been made for development of textile industries.

• Provision of Rs. 18.61 Crore has been made for the workers willing to take up self employment in order to generate more employment opportunity in cottege industry under Vajpayee Bankable Yojana.

• With the aim of increasing income of the transport department of the State, provision of Rs. 5 Crore for mordenisation of check posts and construction of the building of check posts has been made.

• A provision of Rs. 100 Crore has been made for modernisation of the police force, for providing protection and security to the people of the State.4000 posts of Lokarakshak have also been created in the State.

• A provision of Rs. 11.79 Crore has been made for improving facilities in jail, modernisation as well as construction of jails.

• Revenue Department has completed the e-Dhara project, providing facility of civic cenrtres as a part of one day Governance in all the districts and the talukas of the State.
